EXECUTIVE MEETING MINUTES

TUESDAY, SEPTEMBER 5, 2006


An Executive Meeting was held at 7 pm at the home of John Mansbridge.

1. No additions to the agenda


2. Correspondence


ATV correspondence – various correspondences on Trans Canada Trail use.


Ministry of Forestry – in reply to our letter informing them where our trails are located, they have agreed with the 5 metre machine-free zone around our trails.


Organization Chart – received a chart of who’s responsible for trails around the province.


Minutes of West Kootenay Trails BC Meeting of April 12th – received minutes.

3. Minutes of Executive Meeting of April 10, 2006

Moved (Ginny)/seconded (Ken)/carried, that minutes be accepted.


4. Treasurer’s Report

Poul advised that we have $46,181 as of the end of July. He will transfer about $35,000 into GICs for a one-year term.


5. Business Arising


Insurance Policy – It has been paid by Selkirk College, once again, for 2006/2007.


Computer – Moved (Peter)/seconded (Dave)/carried, that we allow Elaine the use of the CFPT computer.


Waldie Island – John will contact the regional district about purchasing a bear-proof trash can.


Columbia Power Corporation Meeting – Peter, Gordon, Poul and John met with Audrey Repin & Wally Penner (CPC) and Mats Alexanderson & Kimberley Wright (Skanska) about Phase 2 & 3. The Ootischenia Improvement District would like the gate by the golf course permanently locked. We should contact the RDCK, Forestry and Columbia Power Corporation to get them on our side before we meet with the Ootischenia Improvement District.


6. Committee Reports


TCT – Elaine brought up TCT and ATV use and discussion followed re our involvement. John will send a letter, advising how we use our trails, and the relevant part of our constitution to Murphy Shewchuk with a copy to Marilyn Hansen and Sjeng Derkx.

Trail Use – Gordon was unable to attend, but sent along some mail and comment sheets. He also sent the following notes, which we discussed. Our comments are in italics.


Biznet Copy-Block – We have a copy block at Kootenay Biznet available for ad-hoc copying. Special projects (newsletters and brochures, etc.) are best dealt with by individual invoices. We have a balance of 750 copies as of June 19.


Brochures – 200 Waldie Island brochures were printed – should be enough for the Summer 2006. 200 KRT brochures printed by CoffeeMate on July 14 - $20.00 + $1.20 GST – should be enough to last until an updated version is required with the completion of the Brilliant project.


Painting – Green benches on Dove Hill (4), Elk Cutoff (2), Skattebo Reach (2 + slab benches), and the lower bench on the Brilliant Overlook trails were painted this spring with paint donated by Oglow’s. The varnished benches at the top of Dove Hill (Colin Pryce & Fodor) would benefit from a coat of finish this fall. (Elaine will ask the builder of the benches about varnish and who will do it.)


Waldie Island – Picnic table was dismantled by John and Gordon and boards used to replace some rotten walkway boards. Peter removed angle-iron anchors from the concrete footings. The garbage can needs a bear-proof lid of some kind (discussed above under Business Arising).

Dove Hill Sign – missing as per photo.


Signs – Another hiker tab sign and a Skattebo direction sign on the McPhee Creek Road have been the target of sharpshooters (??). Tab sign replaced with a spare.


Skattebo Reach Trail – Glade End – The riverside bench at the Glade end of the trail (near the big boulder) went missing in the spring. The outhouse located beside the road has been vandalized (door broken off the hinges and the fixture damaged). Is this the property of Selkirk College? It is unusable now, but repairable. (John will ask Gordon where this toilet is located.)


C&W Comment Box – Comment boxes are starting to show some wear and tear. We could use the box provided to C&W for spare parts, if they are not using it for distributing info. (John will ask Lesley if this box is still around.)


Website – The society’s mailing address (through membership information link) would be better changed to our postal box rather than Elaine’s home address. (Dave will change this in our website.)


Al Frauley – Several memorial donations were received in Al Frauley’s name. ($200 as per John who will write a thankyou letter to the Frauley family)


Kootenay River Trails – Park & Ride Access – Is the proposed trail under the Brilliant Bridge linking the Park & Ride with the Skattebo Reach trailhead Skanska-Chant responsibility or that of CFPT. Funding through existing CPC commitments or new project funding? Signs, kiosk, fencing? (CPC suggested this at our meeting. We will check what is involved. Money from Fortis ($25,000) would go towards kiosk.)

Trail Maintenance – In July, following the big windstorm, Peter went through Dove Hill, Elk Cutoff, Skattebo Reach to Brilliant Overlook Junction and back down main loop and everything was in good shape. There are presently blowdowns on Skattebo Reach towards Glade. Peter cleared blowdowns on Ward’s Ferry Trail. Len Dunsford has made and installed 3 signs “Use at Your Own Risk”. Poul said there is a washout between the gas line and new ropes on Ward’s Ferry Trail. John is to sign off on agreement (Licence of Occupation) between CFPT & Cominco.


Newsletter & Membership – Rick Johnson has taken over the membership. John gave everything from Bernice to Rick. Elaine will see Rick to clarify everything. Elaine is working on our September newsletter.


Website and Waldie Island – Poul will make a cheque of $150 out to Steven Rigby for Communities in Bloom work.


7. New Business


Fall Fair and Rivers Day (September 24 & 25) – Elaine will try to organize the Fall Fair booth. We won’t do a walk for Rivers Day.


Skattebo Access – Peter said that we’ve signed off on a route with Kimberley Wright from Skanska. Expected completion (work party will be needed) around Spring 2007.


Katimavik (workers from all over Canada) – John said we need to send our application in by September 20th proposing 3 workers for second and third trimester of 2007 to work on trails. Peter proposed they work on the beginning of Skattebo Reach Trail.


Moved (Ken)/seconded (Poul)/carried, that we support proposed Katimavik project and confirm commitment of the organization and its members.


Ward’s Ferry Trail – see under Trail Maintenance report above


Rerouting of Skattebo Trail – Peter described the work done on the trail (see his attached letter of thanks to Kimberley Wright).


General Meeting and Program Tuesday, September 19th – John will arrange the program and notify Ginny for the notice in Castlegar News.
